Of course The Virginia Department of Corrections is an Administrative haven for those stuck and mired in the supremacist delusions of a type of Virginian and it isn't just the Department and its prison official human element, but one of Virginia's major political Party's, The Republican Party and certain factions of Virginia's Protestant Christianity that are allied with it are proponents, endorsing it and laboring like "the thief in the night "advancing it. As a Black Virginian, none of this is news to Del. Michael Jones and here are some examples of the Virginia supremacist delusion, VA. STATE CONF. NAACP v. Now in light of the state of The Virginia Department of Corrections, this is what we say to Del. Michael Jones and the Virginia General Assembly: The issue isn't necessarily where Virginia builds its prisons or who has the privilege of carrying out the will and intent of The People of Virginia in imprisoning its fellow citizens, but it is that of ensuring that those tasked with it, administering the imprisonment, the Virginia Prison Official does it under law and is accountable to law and its process.In other words actually applying the "NO ONE IS ABOVE LAW" to the Virginia prison official who has forever behaved with impunity. The usual hand wringing over holding the prison official accountable that we get from the Virginia Politician not only mocks The People of Virginia but it betrays and dismisses the very human condition of The Commonwealth. What we say is this, if the Virginia Department of Corrections and it allies want to build prisons in the nether regions and reaches of The Commonwealth, its rural areas, for whatever disclosed and undisclosed reasons, we respond with: The creation and establishment of a Virginia Department of Corrections System Investigation, headquartered at Virginia's urban areas. Its Secretary--Head has to be a Statewide elected position and the Department will have the sole and singular responsibility of investigating all claims of professional malbehavior of the Virginia prison official and the Virginia Department of Corrections. Secondly, the creation and establishment of a Court(s), to prosecute and adjudicate crimes against the Virginia prisoner by the Virginia prison official (there are all sorts of precedents for this with the logic being well established) Thirdly, The structure of a dedicated video and audio feed in real time via cameras worn by all prison employees during ALL use of force, i.e cell extractions ,hog tying in the black box, use of dogs e.t.c, on the Virginia prisoner to the proposed Virginia Department of Corrections Systems Investigation in real time. Fourthly, the creation of an APP on The Electronic Tablets, just like the "trouble shooting" submissions on the tablet, but its used for the Virginia prisoner Grievance process, specifically to be a verification mechanism, intended to make prison officials honest over the entire grievance process,(see this case, where a Federal Judge found that Red Onion State Prison officials had lied or weren't credible over the processing of a prisoner's grievance----BLOUNT v. FLEMING 2006 U.S.DIST.LEXIS 44413----the importance of eliminating the ability of the Virginia prison official to play games is two fold (1) Federal and Virginia law requires prisoners exhaust or complete the grievance process in order to sue the prison official and more often than not the prison obstructs the prisoners ability and then claims that the prisoner failed to comply with the law, as such judges dismiss the claims (2) The Virginia Department of Corrections and its prisons use the low amount of grievances to then claim that its activities are lawful e.t.c and prisoners have no complaints while all along its the prison officials stunts that have disappeared the very real complaints and grievances) so such a digitized mechanism for filing and processing prisons grievances will ensure transparency and accountability, which the Virginia prison official and their allies will certainly hate. What I have described are ideas which Del. Michael Jones, his General Assembly colleagues and The People of Virginia who expect and demand that no one is above law, especially the prison official can give thought to, because "IMPUNITY" isn't what a Virginia prisoner should learn from the prison official, yet that is what the Virginia prisoner is taught.
