It isn't because of her historical presence which no one can emphasize it more than, she herself, her very exclamatory existence as Governor-Elect of The Commonwealth of Virginia does. Nor is it because as Governor she has authority to validate "speech", because in her former position she also had authority to validate speech and what I mean by "speech", is what it means to frame, honestly and practically what we as the people know, want and understand as correct and just adjudicative, policy-making. What makes Abigail Spanberger's expected Governorship significant, specifically for the focus of this work, is the inexorable course, considering the political context, (Nationally and State), necessity of defining, that perfection of unity of the People, what actually is governance and its reaffirmation of accountability, that of holding the Virginia Prison Official, which as Executive of The Commonwealth she is responsible and accountable for their professional behavior. To what extent Governor-Elect Abigail Spanberger, in her former position as House Member of The United States, was aware of the unmitigated disaster that is the Virginia prison system and the incorrigible visceral animus of the Virginia prison official towards accountability, is besides the point and isn't the issue. But the significance of her presence and emergence, as Executive of The Commonwealth of Virginia is not even about it's historical nature, but its about the moment, the contextual political moment, Nationally and State. Notwithstanding the fact, that The Commonwealth, despite Pennsylvania's claim to being The Keystone, can rightfully lay claim as Cornerstone for all sorts of reasons (which are not the focus of this work), as such it fits that, it falls to The Commonwealth to course-correct that dynamic (with all its contradictions and antagonisms it set in motion Four Hundred plus years ago, again not minimizing the real cost of such contradictions and antagonisms unleashed, it was motion of the Human Condition and if the inherent force, is Enlightenment and Progress through the socialization mechanism of The Social Contract and its anticipatory, perfection of unity of The People, the practicality of governance and its accountability-function).The Political context, Governor-Elect Abigail Spanberger speaks to is one that in practice hasn't comprehensively and honestly pursued realizing The Social Contract and its accountability-function and this isn't to say that this hasn't been a long time in the making and coming, there was a moment with Nathaniel Bacon (1647-1676), then in 1861-1865 then the betrayal in 1877 harbinger of a Crow, then the convulsions of Brown v. Board, then the millennium Trump un-original backwardness and flailing. If as one of the ancients, Adams, instructed (and I paraphrase) that our nation, is that of law and not men, with its implicit demand that governance is primarily an accountability-function, then it would be mind-bogglingly and a malevolence of historic proportions, were Governor-Elect Abigail Spanberger, after correctly recognizing and framing such recognition, that, the primary antagonism is if lip service to the accountability-function of governance is what has relatively been its state, to where the moment is again that of its public breach, to then permit and enable its continued existence as professional behavior of the Virginia prison official. What Abigail Spanberger is an inextricable unity with the work of if once upon a time there were hints of what it means to practice the accountability-function of governance, she is its potential realization.
