Conventionally, implying that despite its common-social generic use, there is a multi purpose to its existence, the descriptive, VICTIM OF CRIME, conventionally means "harm" experienced and caused to, in a specific and unconditional context. Nonetheless its multi purpose implication or notwithstanding its generic meaning and word clarity, convention permits an assumption, a repurposing of the entire definition of the descriptive. The reason why this has a nitpicking entanglement of concern is because of the consequences of its convention, which then means it is being exploited for certain reasons that have divergent interest, or deliberately limit the parameters of the honesty or enlightenment of its generic meaning and word clarity. I speak first from the vantage of holding Virginia Prison Officials and The Commonwealth's Justice Infrastructures accountable for their professional behavior, which necessarily ask that I confront this part of this historical conflict between reaction and enlightenment. Yes the organized vehicle of this conflict, THE SOCIAL CONTRACT, cloaks itself in the purpose or utility of resolving by the defeat of what's antithetical to enlightenment and its accountability instinct, by realizing the imbued inherence of its generic meaning and word clarity. However as soon as 'enlightenment and its accountability instinct' flexes its existence, 'reaction', rises up in its historical role of nemesis, bringing to bear all of its idealistic and intellectually liberal backwards self-interest forces, in opposition and it isn't any different within and particularly within the aspirational and enlightening terms of the generic meaning and clarity of words. So how many Virginians recall, what became of the picturesque town of SALTVILLE, VIRGINIA its residents and the relationship with THE OLIN CORPORATION ? Jane Mayer in her book DARK MONEY, lays out from pages 96-99, a classic example of, a repurposing, perversion and distortion of generic meaning and word clarity, with accounts of what happened there. Because in any other instance, meaning were the incidents of SALTVILLE happening to a single person or individual, the entire town of Saltville, Virginia would be wrapped up in the yellow tape of a crime scene and given the descriptive, VICTIM OF CRIME, because that was exactly what happened, but because the descriptive, victim of crime, has been repurposed, to serve another function besides the clear meaning of its words, SALTVILLE and its people, not only suffered the harm of a crime, but were denied and deprived of the process that accompanies the descriptive, victim of crime.

Why there has to be a reclamation of the generic meaning and word clarity of the descriptive, "victim of crime", is simple. It is integral, to the accountability-function of governance as embodied by the Virginia Prison Official, because as it is currently understood under its conventional utility, it is nothing less than an insidious mechanism of exploitation, by the Commonwealth's reactionary forces, primarily, Corporations and Industry and secondarily, the Virginia Prison Official and the Justice Infrastructure, because lest we forget, a justice infrastructure which the prison official is a hired hand "enforcer", is nothing more than a means of controlling and keeping people subservient to the labor imperatives and demands of a political-economy. Let me digress, for those who are having a time at grasping that a justice infrastructure and its "law and order" whatever, 'is nothing more than a means of controlling and keeping people subservient to the labor imperatives and demands of a political-economy' and present this as basic explanation. The business of the human being is simply, that of attaining and obtaining necessities and enablers of survival and existence, as soon as there is communion, association or interaction with another, that business is then "socialized", it then becomes organized and a political-economy requiring the convention of a Social Contract flows forth, just as any mathematical expectation. So if it goes to say, that, just as an Ant Colony, will protect its Queen at all cost, so is the Organized-Violence or Justice Infrastructure and its prison official hired-hand "enforcer" of a political-economy and its Social Contract, tasked with the primary function of maintaining cohesion or "law and order" for that one and only business, which is, the production and acquisition of the necessities and enablers for human existence and survival. Existence of Human caused harm, Injustices, violations, crimes in all their various forms and synonyms to fellow Human are equally a denominator of a political-economy's socialization and its Social Contract and not only is it to be expected but are par course of our human condition. As such if "Harm" and all its synonymous hordes are simply accepted, on their terms and due to its par course nature with the Social Contract and is tolerated, then that human business of attaining and obtaining necessities and enablers of survival and existence will naturally and consequently became corrupted and dysfunctional and its firstly under this dysfunctional recognition, that without responding to "harm" and its victim of crime creation, that the logic for and establishment of process for repair of harm caused to and experienced by the victim of crime, becomes a fundamental part of the social contract on which that "faith and trust" in its equity is that glue binding the people, notwithstanding the existence of its Organized-Violence. So any perversion, distortion and manipulation of the generic meaning and word clarity of what is a victim of crime naturally becomes part of the harm caused and if repairing harm to the human member or as is specific and particular to this work, the Virginian member of The Commonwealth's Social Contract, is a basic function and core service of governance, meaning Accountability, holding the Virginia Public Official as embodied in the prison official accountable, then it's repurposing of the generic meaning and word clarity of the descriptive, victim of crime, is pursuing something other than that contractual "faith and trust" glue, binding The People to that aspirational commonality and its accountability-function.
